Abstract
Community developers must be directly or indirectly concerned about municipal services. This paper presents a model for analyzing the major elements that influence the need for and provision of municipal services. The central element of the model is the formal decision‐making body in the municipality. The model is a logical framework to assist the community developer in understanding decisions about municipal services. An example applying the model to fire protection service is provided.Keywords
