Abstract
The next decade will be a challenging one for special education, and the research community has a major part to play in addressing the challenges. This paper looks first at some of the conceptual issues involved in formulating a research agenda. It then examines factors relating to bringing about change at different levels ‐‐ classroom, school and system ‐‐ and seeks to identify the questions for research. Finally, it looks at some broader issues that have a bearing on special educational provision.Keywords
