Abstract
In efforts to improve a society's standard of living, the performance of organizations in the private and public sectors will depend increasingly on the quality of education provided to its citizens in the form of values, knowledge and learning skills. These elements determine how effectively people will function in a complex and uncertain environment, and the extent of satisfaction they will derive from their work and other activities. This paper describes a framework for comprehensive measurement and improvement in education systems, based on multiple criteria, as these are agreed by participants in relevant processes to provide needed motivation for better quality.
