Abstract
The dominant approach to studying local government organisation in metropolitan areas has assumed that the presence of large numbers of independent governmental units is a sign of chaos and dysfunction. An alternative approach to the study of multiple actor systems in metropolitan areas is presented. A method for describing the structure of public service industries in metropolitan areas is illustrated. Several hypotheses concerning the effect of the structure of metropolitan service industries are explored.Keywords
