Abstract
In Health Promotion more attention so far has been devoted to the agenda setting phase and less to integration into existing health policy. Health for All policy has been a central issue in health policy development in the Netherlands. This article describes the relevant documents and the forcefield in which the policy was developed. This pluralistic context has been especially responsible for certain features in the development so far. The article then identifies 11 preconditions for HFA policy which (1) a common set of values and views on health and policy; (2) a political endorsement; (3) acceptance of demand orientation; (4) joint definition of priorities in tackling problems; (5) access to information; (6) priorities in respect of instruments; (7) differentiation in organization; (8) facilitative leadership; (9) consensus building; (10) adjustment in the allocation of resources; (11) a developmental strategy. It is then applied to the Dutch situation. Finally, the potential roles of government and the other societal partners are delineated and the issues in the next stage of development are identified.
