Abstract
This paper provides the background for the following papers with respect to the general purposes and objectives of the conference of which those papers were a part. The basic point of departure of the conference was the measurement of performance that could be considered to be relevant to the requirements placed on the human operator by operational systems. The primary points for consideration related to practical research design requirements such as validity and reliability.
