Leadership Constraint in Project Preparation

Abstract
A lack of adequately prepared projects is interfering with the development of Third and Fourth World countries. The needed projects are moreover more complex than heretofore because: (1)Resources (land, water, minerals, energy) get scarcer; (2)masses of rural poor are migrating at alarming rates to the cities; and (3) the communications revolution has informed the masses regarding the good life. The lack of adequate preparation is traceable to a shortage of leadership—in the form of experienced and motivated generalists of broad outlook. While such generalists should preferably come from the engineering profession (since that profession still enjoys high prestige in the developing countries), given the present deficiencies in engineering education, the needs of the developing countries are not being met and there is danger that engineers' leading role will be supplanted.
