Economic Planning in Black Africa

Abstract
We are told that the year 1960 was the year of independence in Black Africa. In a political sense, this is true; but it is certainly not true in an economic sense. Economic independence for Black Africa will come about only gradually, on the basis of a long and sustained development effort.
