The Role an Evaluator's Values Should Play in Program Evaluation

Abstract
This article analyzes the role one's values play in program evaluation and the pertinent com petencies needed by the evaluator. The analysis considers three main questions: (1) what are values, (2) how can values help the individual relate intelligently to his world, (3) what is evalua tion and how does it relate to values? The implications of the analysis suggest that, for an evaluator's values to play a constructive role in program evaluation, the evaluator should draw upon both a logical conceptual framework and empirical measurements. Such requirements sug gest certain competencies related to developing sound values, syllogistic reasoning and logical deduction, and communicating effectively.Keywords
