Abstract
The peculiar scattering due to resonant charge transfer causes the ion velocity distribution function to be anisotropic and skewed, especially in strong electrostatic fields. A modified moment method is proposed for dealing with mobility in this case, and shown to be accurate by comparison with model calculations. The method is also applicable to other cases of distorted distribution functions. Keywords
