Abstract
Comparison of a first and second generation interorganizational service system serving the elderly demonstrated that integration of Medicaid programs with the Administration on Aging funded system is changing the structure of community-based elderly services. The second generation system served a larger volume of clients because it was more centralized, differentiated, formalized, and smaller in size.Keywords
