Some Problems in the Creation of Reservoirs in the USSR

Abstract
The author argues against the view that reservoirs are generally undesirable, contending that the positive impact of man-made lakes has received less attention than negative effects. The development of a set of principles is urged to guide future reservoir development. Such principles would evaluate reservoirs as complex structures with both positive and negative impacts on the environment and on various sectors of the economy. Techniques are needed for predicting these impacts and for calculating the overall economic effect. The expansions of reservoir-focused research will require the establishment of permanent field stations on selected reservoirs in a variety of physical settings and the use of these reservoirs for experiments designed to test various recommendations for more effient use.Keywords
