Abstract
The quenching factor for strength in the Zr isotopes recently deduced by Toki, Cha, and Bertsch is shown to be based on a false assumption concerning the energy dependence of optical-model distortion effects. When the correct energy dependence is accounted for the previously deduced quenching is increased by a factor of about 2.
