Comment on "GiantM1states in Zr isotopes within the simple shell model"

Abstract
The quenching factor for M1 strength in the Zr isotopes recently deduced by Toki, Cha, and Bertsch is shown to be based on a false assumption concerning the energy dependence of optical-model distortion effects. When the correct energy dependence is accounted for the previously deduced quenching is increased by a factor of about 2.
