Abstract
Privatization is the principal component, both the strategy and the tactic of economic reform. It is a profound process oriented as a whole toward an outcome that is on the scale of a social-structural change. Privatization is also the economic reform's main social "shock absorber." It is specifically on privatization that the majority of the population pins its hopes for real improvement in its difficult economic plight.
