Abstract
The authors describe a television coding scheme based on a simplified vector quantization algorithm. The scheme features a simple decoder, and an encoder whose complexity is greatly reduced by the use of a fast search technique. Postprocessing and error concealment techniques are described which reduce the visibility of coding artifacts and channel errors. The results of computer simulations of the coding scheme in International Radio Consultative Committee (CCIR)-recommended test sequences are presented and show that the scheme is capable of high-quality compression at a wide range of bit rates.<>Keywords
