Abstract
Because the complexity of societal organizations differs between large and small communities, this hypothesis states the needs of the respective communities as perceived by their leaders will differ. An examination of data from four large and four small communities in one state suggests leaders in large communities are more likely to indicate needs of coordination. But their small com, munity counterparts are more likely to express exchange needs. These findings, together with the community development experience of the authors in these communities, suggest that large communities have greater need for and may be more receptive to community or locality development efforts. But the technical planning approach may be more appropriate for small communities. Keywords
