Abstract
This article provides a rationale and procedures for development and implementation of a curriculum to shape functional skills for SMH/SPH preschoolers. Five response levels of increasing complexity and sophistication are suggested. Teachers are urged to be sensitive and responsive to child-determined instructional occasions in early assessment and intervention. Application of educational validity criteria to program evaluation is also discussed. Keywords
