Abstract
How the international web woven by electronic networks helps empower people around the globe and democratize governments is discussed. The impact of networks on the defeat of the coup in the former Soviet Union, and the effect of their absence on events at Tiananmen Square in china are examined. Their growing role in other political situations are hotspots around the world and the use of electronic mail in US political campaigns are briefly discussed. Potential hazards of electronic mail are examined.
