Abstract
The vast medical care system that serves the nation's military veterans faces an uncertain future that is framed by the humanitarian instincts of society, a conservative administration that seeks to decrease public spending, a population of veterans that is rapidly aging, and a private health sector that may have more hospital beds and physicians that it can efficiently deploy in the future. This complex set of forces is emerging in a chaotic fashion that makes it difficult for the federal government to plan for, much less control, the future in relation to the medical care program of the Veterans Administration . . .
