Cracks in Europe's Framework?

Nigel Williams and Alexander Hellemans BRUSSELS-- This week, the European Commission will formally submit its plans for the European Union9s next 5-year, multibillion-dollar dollop of research funding, known as Framework 5. Scientists and research managers across the continent are anxiously waiting to see the structure of the new program, because in recent years the rolling Framework programs have been accused of being impenetrable, bureaucratic, unwieldy, and lacking clearly defined goals. The question is: Can the commission lick Framework into shape?
