Abstract
In terms of classical Maxwell electrodynamics using the nonlocal matter equation the reflection coefficient of a plane electromagnetic wave at the interface in presence of an arbitrary transition layer is obtained. Instead of traditional parameters of the layer (thickness, index of refraction) linear response functions to the electromagnetic perturbance are introduced.Keywords
