Patterns of Fiscal Support for Mental Health Programs

Abstract
Community mental health services show a very healthy diversity in the patterns of fiscal support. In breadth of concept and in operation these programs vary from quite limited to all-inclusive. In the over-all picture there seemed to be one rather general shortcoming and two potentially serious dangers: In spite of the thought that has already gone into the design of almost every state program, the impression is very strong that the prime concern has been with the structure of the program, with only a limited consciousness of comprehensive public health objectives and priorities. This is even more striking at the local level. The danger still exists of states developing two mental health programs, parallel, and perhaps duplicating each other, but by definition never touching. Finally, there is the danger, of two - or even more-state health programs developing, not only parallel and never touching, but seriously competing with each other for scarce funds and manpower.This publication has 1 reference indexed in Scilit:
