Abstract
This article examines three main solutions to the probletn of utremployment in the UK. These are that wage levels should be reduced, the manufacturing sector should be relived and the services sector should be expanded. It concludes that the first alternative is unlikely to be viable and that there are problems with the others. In particular, growth in services is vitally dependent on demand generated in the manufacturing sector, so little is likely to be achieved by services growth alone. Data for Devon and Cornwall suggest that generating services growth is likely to be particularly difficult in the problem regions. Keywords
