Abstract
Physicians believe that professional liability is one of the most severe problems they face today. This has been confirmed by surveys conducted by the American Medical Association, the American College of Surgeons, and state medical societies.1 2 3 At a time when the scientific and technical quality of America's medical care is considered to be at its zenith, professional liability is pressuring physicians to make decisions that affect the cost and quality of that medical care adversely.4 At a meeting of the American Cancer Society in March 1986, Dr. Vincent T.
