Abstract
The investment in both time and man- effort that utilities make in supplying an initial data base, testing, debugging, and commissioning a state estimator is quite large. This paper addresses the modelling, data base definition and debugging, testing, and tuning associated with a state estimator, as well as problems encountered during the field installation. The proper sequence of steps necessary for the initial checkout of a state estimator in the field is presented.Keywords
