Abstract
"For the first time ever, national health insurance has a serious chance of passing the Senate during this Congress." So began an article in The Wall Street Journal on July 16, 1979.1 Just over a decade later, similar predictions of universal health coverage are heard, and a consensus on the subject seems to be forming.
