Abstract
Ethnographic methodology was used to analyze a bureaucratic organization. The informal system of dyadic alliances that was found are analyzed in terms of an adaptive response to problems of ineffective management and interpersonal tensions. The organization and management implications of this "informal" system are discussed.Keywords
