Abstract
The present document sumarizes the methodology utilized by the UNESCO Division of Statistics in the 1994 assessment of estimates and projections of adult illiteracy by country in the world, Section I of this document provides an overview of the background and rationale behind the recent 1994 assessment, and the policy and monitoring relevance of literacy as a key indicator of human development, Education for All, and population and social development. Section II explains the empirical research findings and overall approaches and considerations adopted in defining the methodology. This is followed by Section III which describes the detailed methodological steps in carrying out the estimations and projections of literacy rates by generation on a country by country basis. The way such detailed estimates and projection.s are converted into general adult literacy rates and numbers of adult literates and illiterates are given in Section IV. Issues that emerged from the 1994 literacy assessment and areas for future development are discussed in Section V. The annexes present a list of references as well as indications of the national census delta used as the basis for the 1994 literacy estimation and projection.
