Abstract
Third World countries are often faced with a cultural lag when the material and nonmaterial culture becomes apparent especially when the material culture, for example television, is brought in from a foreign country. The disparity becomes more obvious when the existing infrastructure is inadequate in terms of trained professionals who are able to operate the acquired modern technology and modern facilities.Keywords
