Abstract
Without much doubt, sometime in the not-too-distant future, this country is going to undertake some sort of reform of the health care system through federal legislation. Although the nature of that reform remains uncertain, some areas of general agreement are emerging. For the purposes of this discussion, two of these areas are most relevant. First, there will be a reduction in the volume of care provided, and second, if that is to occur, something must be done about the current malpractice “mess” (a term President Bill Clinton used in his address to Congress on September 22).
