Abstract
Increasingly, community development workers, health professionals, and volunteers are involved at the state, regional, and local levels in efforts to help improve health care delivery. As a result, a continuing need exists to clearly conceptualize community development and community action in relation to health care. This paper uses Roland Warren’s community development-community action framework to analyze one community’s attempt to organize a health council as a strategy for community change.
