Abstract
As a potential model of interstellar grains, the problem of scattering of plane electromagnetic waves by infinite concentric homogeneous cylinders at oblique incidence is given. The appropriate electromagnetic field components for boundary conditions have been derived. The solution for the unknown expansion coefficients has been presented in a matrix form suitable for carrying out numerical work. Some preliminary results for extinction and polarization efficiencies by infinite concentric homogeneous cylinders have been presented for normal as well as oblique incidence.
