Abstract
In this article some problems of scaling events data are re‐examined with a focus on apparent discontinuities, particularly at the cooperation end of the scales. The authors offer some possible interpretations of the “gaps” in both the international and domestic scales, and conclude with a discussion of three strategies (paradigms) for conceptualizing a theory of cooperation. Keywords
