Abstract
Malapportionment of state legislatures has often been blamed for a miscellany of ills in state government. Three indices of malapportionment are constructed and used in a correlational analysis to test whether malapportionment has been associated with some of the ills complained of. The analysis indicates that malapportionment is not associated with them. Consequently, our assessment of the changes which may come about as a result of reapportioning state legislatures must be less sanguine.
