Evaluation of socio-economic effects of European Community R&D programmes in the SPEAR network

Abstract
There is tension between the demand for measurement of the return on R&D as an investment, and the ability of current approaches to supply such measures. A common interest in this problem brings together a number of interest groups as evidenced by the membership of the SPEAR Network. In this paper we attempt to define the scope of the evaluation of the socio-economic effects of R&D and to locate within this a number of important studies, including both those reported in the literature and those coming to light through the Network.
