Abstract
The nucleus decays by electron capture with the lowest value of any known -decay process and is sensitive to the effects of a finite electron neutrino mass. Low energy and orbital-electron capture events have been observed from a gaseous form of internally dispersed in a heated gas counter. The ratio provides a constraint on and . For , we find eV. Using independent values, the range for is discussed.
