Abstract
Legislative Outlook on Capitol Hill.— The continuing Senate debate on civil rights is threatening to cut down on Congress's overall legislative output this year, and some Administration "priority" measures such as the Appalachian anti-poverty plan may become casualties. With prospects that the civil rights dispute could carry on through June, Congress will have little time left for action on the big legislative load still pending. Some two weeks of July and two weeks of August will be devoted to the Democratic and Republican National conventions, and Congressmen will be anxious to hit the campaign trails as soon as possible after the conventions. All of the House and one third of the Senate will be up for reelection this year, in addition to the extra partisan activities involved in the Presidential election campaigns.
