Abstract
The Canadian government started New Horizons in 1972. This program has sponsored over 25,000 projects, all started and run by older people. Seniors began by starting social and recreational clubs. Then they developed self-help and education programs and, finally, they founded service groups to help one another and their communities. New Horizons shows how policy can assist the evolution of seniors' activities and can help seniors play active parts in society.
