Abstract
The initiative of the Bertrand Russell Peace Foundation for Nuclear Disarmament (END) at first appears to be another one of the many appeals that warn of the threat of imminent war after the NATO double-track rearmament resolution of December 12, 1979. Yet, the initiative also aims at a far-reaching political concept. It proceeds from the recognition that the fatal armament madness can only be ended when its cause can be successfully dismantled, i.e., when the confrontation between NATO and the Warsaw Pact is reduced and the rift that has run through Europe since the Russian-American “meeting at the Elbe” is gradually mended.Keywords
