Abstract
The author points out that most children in out-of-home care are there because of their parents' problems, not their own, and that even in care those children are not assured safety. She argues that children in care are subjected to physical and sexual abuse, abuse by programming, and abuse by the system in general. One handicap, she says, is that reports about abuse of children in care are not collected, investigated, and studied, and until this is done the problems cannot be addressed.
