The Welfare State and Strategies toward Fiscal Sustainability in Denmark

Abstract
Denmark's medium-term strategy, called the “DK 2010” plan, aims to consolidate public finances in order to finance an unchanged supply of welfare arrangements with constant taxes. This chapter, which examines the consolidation strategy implied by DK 2010, finds that maintaining the current welfare arrangements leaves a substantial problem of fiscal sustainability. It suggests an alternative strategy based on introducing a stronger link between old-age pension rules and changes in life expectancy.
