Abstract
This article examines the history of the total quality movement and its application to health and human services organizations in the United States. It traces the roots of the movement to American efforts in Japan after World War II and some of the unique aspects of Japanese culture and how that shaped many of the principles of the movement. The article notes that much of what is presented in quality in health and human services is actually a betrayal of quality principlesKeywords
