Value of midwinter snow surveys

Abstract
This paper discusses the forecasting of seasonal volume of runoff by means of snow surveys made earlier in the year than the first of April. Examples taken from the records of a few western streams illustrate the use of midwinter snow surveys in making forecasts. The relations used are compared with those based on April 1 snow surveys. A conclusion is that the forecast based on the maximum value of snow pack, whenever it occurs, may be superior to the forecast based on the value observed on tho same date each year.
