Abstract
This article summarises and compares the recommendations on Federal‐Länder relations of the Bundesrat Commission on Constitutional Reform and the Joint Constitutional Commission. It also points to areas where further constitutional reform is required, including intergovernmental fiscal relations, territorial organisation and a state objective relating to the equivalence of living conditions throughout the country. Whilst the scope for large‐scale constitutional reform is limited, incremental change needs to be continued, in particular in view of the implications of European integration.
