Residuals management comprises a major part of environmental quality management. Failure to realize that the assimilative services provided by the environment are essential inputs to all of man's activities along with failure to consider the externalities stemming from residuals discharges have led to an excessive use of the environment and hence to “pollution.” The social choices for residuals environmental quality management revolve around decisions about the best uses of the environment, seen as a common property resource belonging to the public, as balanced against other social needs for production of goods and services.
