Abstract
This chapter provides a practical framework for understanding and guiding the relationship between public health practitioners and legal counsel. It first suggests issues to be reviewed when a public health practitioner and his or her legal counsel initially meet or when the legal counsel writes the practitioner an introductory memo. It then describes in detail the different roles and responsibilities of the legal counsel in relation to the practitioner-client. For simplicity, the chapter focuses primarily on the relationship between the head of a state or local health agency and its chief legal officer who supervises an internal counsel's office. Legal citations focus on New York City and New York State to accommodate the authors' areas of expertise and to emphasize that the heart of public health law and practice is at the local and state levels.
