Abstract
The U.S. Army Corps of Engineers' Louisville (Ky.) District defines partnering as a teamwork approach to achieving success. It is a way of doing business that embodies the principles of total quality management and seeks to change traditional project relationships to a shared culture where all can win. The partnering approach is based on trust, dedication to common goals, and an understanding of each other's expectations and values. This article puts forth a blueprint for implementing a partnering effort, listing the essential elements (which include workshops, a charter, read‐ahead materials, a partnering sponsor or “champion,” and commitment from top management.) Also included is a list of six potential pitfalls that could damage a partnering program. Currently, the Louisville District is participating in 33 formal partnerships—all started within the past 15 months. Several have progressed to a point where the district can identify more than $900,000 in savings.Keywords
