Editor's Introduction

Abstract
Deng Xiaoping has often been identified as a champion of reform after Mao Zedong. However, an in-depth analysis on Deng's policy in the post-Mao era suggests that although Deng should not be considered a reformist in all policy areas at all times, he has unmistakably been a reformist in the area of housing policy.1 Deng can be considered a "chief engineer" in the sense that he provided the original ideas and the main framework for housing reform. He set the tone, defined the direction and, in some cases, even dictated the concrete designs and implementation details of housing reform.
