Constraints on the Development of Safety Culture: A Preliminary Analysis

Abstract
Recent developments in the concept of safety culture have ignored some of the background factors which may influence and constrain the development of a positive safety culture, both within organisations and in different industries. A brief overview of some of these background factors is presented within the context of the road transport industry. In conclusion, it is argued that an adequate theory of safety culture cannot be reached unless the role and influence of these variables operating in the environment of the organisation is taken fully into account.Keywords
