Abstract
Habitat, the United Nations Conference on Human Settlements, held in Vancouver, Canada, in 1976, concluded the present haphazard growth of settlements must give way to new systems of organization and planning, fuller use of local experience, more integrated social patterns and enlightened resource use. Land use and provision of clean water for all were the major resource issues. Settlement policies were powerful instruments for the redistribution of wealth. The major “evolution of thinking” about the predicament of mankind came in the recognition by the Third World that something must be done about exploding population and the necessity for land reform.Keywords
